was being intimidated without working on the political sympathies of the people. I remarked that the supporters of the boycott were extraordinarily unreasonable and very stupid. For if some of them really feared loss of exchange business they were forcing my hands to prohibit Chinese coin altogether. I reminded Sir Kai that I had told the District Watchmen's Committee that that would be the
inevitable result to which a continuance of the boycott must lead.
I deplored the loss of influence by the leading Chinese over the population which this boycott proved. Sir Kai concurred. He admitted that the respectable Chinese community and
the merchants who had the largest stake in the Colony, were
terrorised by the lower orders. He went on to urge strong measures and the speedy enforcement of the compensation clauses of the
Boycott Ordinance.
It was the only weapon the Government had for deal- -ing with the sub-terranean methods of those who were using secret
intimidation to keep the boycott alive. He felt sure that when the respectable Chinese came to realise that the Government would not give way but would enforce the compensation clauses, they would come to him and his colleagues on the Legislative Council and ask
for their intervention with the Government to avoid the loss that
would fall upon them.
Then would be the opportunity, said Sir Kai, to
force them to disclose the names of the ringleaders in the boycott
who could then be severely dealt with.
Sir Kai agreed with me that the loss of influenee
over the population by the leading Chinese was deplorable. He
urged strong measures to deal with the unruly and rowdy lower
classes and to re-establish the lost influence of their whilom
leaders.
He went on to describe how the Government of Canton
was terrorised by the lower orders led in some instances by up-
-start women of not even good moral character under the guise of
suffragettes.
